Chlorine vs. Chloramine: Why Your Shower Filter Might Not Be Working

If you bought a shower filter expecting it to eliminate that chemical smell and it hasn't quite delivered, the filter media itself might not be the problem — the water might be. Over the past two decades, a growing number of U.S. cities have quietly switched their water disinfectant from chlorine to chloramine. It's a change most residents never hear about, but it matters a lot if you're relying on a shower filter.
What's the Difference?
Chlorine is a fast-acting disinfectant that's been used in municipal water for over a century. It breaks down relatively quickly and evaporates readily, which is part of why it's easy to smell in shower steam.
Chloramine is formed by combining chlorine with ammonia. Utilities have increasingly switched to it because it's more stable — it lingers longer in the water distribution system and produces fewer regulated disinfection byproducts. That stability is good for municipal water treatment. It's also exactly what makes chloramine harder to filter out at the shower head.
Why This Matters for Your Shower Filter
Many popular filter media types — activated carbon and KDF-55 among them — were originally engineered around chlorine removal, which breaks down relatively easily through adsorption. Chloramine's more stable molecular structure means it doesn't get removed nearly as efficiently by the same media, or at the same flow rates municipal shower filters are designed to handle.
In practice, this means two filters with similar-looking spec sheets can perform very differently depending on the media used and whether it's been engineered — and tested — specifically for chloramine, not just chlorine.
Is Your City Using Chloramine?
Water treatment approaches vary widely by city and even by neighborhood within the same municipality. Some regions, including large parts of California, have shifted substantially toward chloramine disinfection. Others still rely primarily on chlorine.
The only reliable way to know what's actually coming out of your tap is to check your local water utility's annual water quality report (often called a Consumer Confidence Report), which is typically available on your city or county water provider's website.
What to Look for in a Filter
If your water utility uses chloramine, look for filters that explicitly state chloramine reduction — not just chlorine — supported by testing data. A filter that only lists "chlorine removal" without mentioning chloramine may be far less effective for your specific water supply, even if it performs exactly as advertised on chlorine alone.
